The Ministry of Industry, Trade and Cooperatives has launched the Kenya E-Trade Portal to help ease the way Kenyans interact with trade both locally and internationally.

The launch took place at the Intercontinental hotel, Nairobi Kenya, where it was announced that the portal is an authoritative trade information platform designed to provide: information on import duties, target market abroad, trade in services opportunities, information on Kenya's suppliers of various goods and services (both international and domestic) and County trade related information, among other features.

"The Kenya E-Trade portal is one of the National trade policy's envisioned immediate outputs and will be used as a tool to actualize vision 2030 aspirations," said Dr Chris Kiptoo, PS, Ministry of Industry, Trade and Co-operatives.

Dr Chris Kiptoo pointed at, enabling private sector investment in goods and services sector and creating immense opportunity for trade development at county level as some of the things the Kenya E-Trade Portal will be able to improve on.

The portal was developed over a six months period, between 26th March and 30th September 2017 through a stakeholder driven process which involved: needs assessment, system specification and eventual development and capacity building training for content management.

Adan Mohamed, cabinet secretary, Ministry of Industry, Trade and Cooperatives said that it is an important component of the National trade policy. He added that through its various features the portal will improve the lives of our Kenyan business men and women by making easier to navigate the Kenyan market.

The features include:

Home page- Provides information on the portal.

Trade with Kenya- Trade in goods provides trade information for exports and imports of goods.

Target Markets- Abroad- Provides Kenya's target markets abroad based on Kenya's missions abroad.

Counties- Where trade information on various counties is made available.

Nigeria:Nigeria to Increase Mobile Broadband Subscriptions to 50 Percent By 2020 Thu, 19 Oct 2017 12:22:00 +0000 Nigeria says it is committed to increasing the current coverage of the active mobile broadband subscription per 100 from 20.95 per cent to 50 per cent by 2020.

Mr Bolaji Akinremi, Minister Plenipotentiary, Permanent Mission of Nigeria to the UN, stated this while delivering Nigeria's statement on 'Information and Communications Technologies for Development' at the UN General Assembly's debate in New York.

Active mobile broadband subscription is the number of subscriptions to mobile cellular networks with access to data communications - like the Internet - at broadband downstream speeds of 256 kilobit per second.

Nigeria's mobile broadband subscriptions per 100 inhabitants increased from 1.0 inhabitant in 2012 to 11.7 inhabitants in 2016.

Akinremi said Nigeria recognised the direct impact of Information and Communications Technologies (ICT) on the wellbeing of Nigerians.

"The Government of Nigeria recognises the reality that Information and Communications Technologies has direct impact on the nation's ability to improve the economic wellbeing of its people.

"The Government of Nigeria is committed to facilitating universal availability and cost-effective access to communications infrastructure and promoting utilisation of ICT in all spheres of life.

"Nigeria is committed to achieving cutting-edge global ICT standards, encourage rapid ICT penetration among all socio-economic levels.

"The Government of Nigeria is also committed to increasing the current coverage of the active mobile broadband subscription per 100 from 20.95 per cent to 50 per cent by 2020.

"Nigeria is committed to promoting and encouraging local production of ICT hard and software so as to reduce import dependence and generate foreign exchange by exporting to the regional and continental markets".

He said that involving developing countries in the ICT revolution would bridge the wide gap of access to information among people.

According to him, if the information gap keeps widening, the possibility of attaining sustainable development by 2030 is not certain.

"It is in this vein that Nigeria further calls on Member States to consider giving Information and Communications Technologies a pride of place in the education curriculum.

It has become imperative to get a big number of young creative people to the state where they are able to develop powerful and higher quality software.

Young academics from across Africa have been updated on the great potential of the modern tool, computer algebra, in learning, teaching and researching of mathematical sciences.

120 mathematicians from 25 African and European countries (Cameroon inclusive) were introduced to the technology during a workshop in Douala opened by the German Ambassador in Cameroon, Dr. Hans-Dieter Stell. The participants were young African PhD students, postdoctoral students and junior lecturers who listened to renowned world experts in computer algebra with the goal of making use of the importance of higher level mathematical thinking in the process of software development.

Co-organised by the African Institute for Mathematical Sciences Cameroon (AIMS Cameroon) and the University of Kassel in Germany with funds from the Volkswagen Foundation in Germany, the workshop sought to build the capacity of junior scientists to take over and popularise and continue to train their colleagues in their home universities. The importance of the Douala workshop is found in the fact that countries and companies which have better educated people in this direction will lead the economy's development. Furthermore, computer mathematics plays a central and essential role in that it is the basis for everything that is happening today for the development of the most advanced layer of software which is penetrating economy.

Centre President of AIMS Cameroon, Mama Foupouagnigni, noted that for Africa to develop, the African youth should master mathematical sciences well enough to be able to develop solutions to relevant development problems in society and industry. It has become imperative, he went on, to get as quickly as possible a big number of young creative people to the state where they are able to develop powerful and higher quality software for the local, national and international markets and needs.

South Africa:Communications Authority Ready to Receive Data Theft Complaints Thu, 19 Oct 2017 11:11:00 +0000 Newly-appointed Communications Minister Mmamoloko Kubayi says the Independent Communications Authority of South Africa (ICASA) is ready to receive complaints related to the theft of mobile phone data.

Responding to oral questions, the Minister made her maiden appearance in the National Council of Provinces on Wednesday in her new Communications Portfolio.

Economic Freedom Fighters (EFF) Member of Parliament Nkagisang Mokgotsi had asked whether the department has conducted an investigation into the alleged theft of customer data.

The Minister, who had chaired hearings on the cost of data under the banner #DataMustFall, said ICASA was yet to receive complaints.

"The Independent Communications Authority of South Africa has established a complaints and compliance committee, in terms of section 17(a) of the ICASA Act number 13 of 2000, to investigate and hear if appropriate, make a finding on all matters referred to the authority and complaints received by it.

"To date, the authority has not received any information regarding the theft of data. However, upon receipt of such information, a detailed investigation will be conducted and a report can be available," she said.

SIU commences work at SABC

Meanwhile, Minister Kubayi said the Special Investigating Unit (SIU) has commenced its probe into the South African Broadcasting Corporation (SABC).

Last month, the Presidency announced that President Jacob Zuma had signed a proclamation to give the SIU a mandate to investigate matters related to procurement.

The investigation will look at contracting for goods, work or services by or on behalf of the SABC from various companies or service providers and payments made in respect thereof in a manner that was not fair, transparent, competitive and equitable or cost effective.

The investigation will also look at whether there was any undisclosed or unauthorised interest that certain members of the personnel of the SABC may have had with regard to contractors, suppliers or service providers, who submitted bids for work or did business with the SABC; or contractors awarded by or on behalf of the SABC.

The proclamation further authorised the SIU to investigate allegations of:

- Serious maladministration in connection with the affairs of the SABC;

- Improper or unlawful conduct by board members, officials or employees of the SABC;

- Unlawful appropriation or expenditure of public money or property;

- Unlawful, irregular or unapproved acquisitive act, transaction, measure or practice having a bearing upon State property;

- Intentional or negligent loss of public money or damage to public property; and

- Unlawful or improper conduct by any person, which has caused or may cause serious harm to the interests of the public or any category thereof.

Minister Kubayi said: "The SIU has already commenced its work and in fact, I am informed that they have been allocated an office at the SABC.

"Once the investigation is complete, it is only then that the truth will be known. It must be noted that government has sufficient institutions in the country, such as the Hawks and Assets Forfeiture Unit, to deal with all alleged misconduct and it is not up to the Minister to predetermine the outcome of the investigation."

Subscribers can now turn a new page from the hitherto interruptions that characterized the last three days.

Orange Cameroun has settled what they called a questionable debt she owed her technical partner Camtel, the network service provider's General Manager, Elisabeth Medou Badang said. In a communique issued yesterday, a copy of which Cameroon Tribune procured, the General Manager said they decided to reestablish connection by settling the FCFA 1.6 billion debt in the interest of their subscribers. Going by the mmunique, Orange claims all bills relating to commercial accords with their partner Camtel had been settled right up to December 2017. On October 6, 2017, intermittent communication problems, limitations and anomalies were first recorded on the Orange Cameroun network. The operator blamed the breakdown on disruptions on optic fibre services which affected their communications, a claim Camtel officials debunked. A second disruption started on October 16, 2017.

The second disruption raised controversy that the Orange network disruption may be connected to the telecoms company's failure to settle bills at Camtel accruing from the use of the optic fibre network solely managed by Camtel. In a correspondence dated September 26, 2017, the General Manager of Camtel, Nkoto Emane David reminded the General Manager of Orange to pay an outstanding bill of FCFA 1,640,711,753. The correspondence noted that failure to settle the bill on or before Thursday October 5, 2017, will result to disconnection.

Zanzibar — MEMBERS of the Zanzibar House of Representatives have been advised to follow proper procedures when using social media and internet, particularly avoiding emotion and offensive statements.

The advice was given by officers from the Tanzania Communications Regulatory Authority (TCRA) during the legislators' seminar on 'the Cyber Crime Act 2015', of which lawmakers were educated about the law before its application extends to the Islands.

Zanzibar lawmakers learned about the law, why it was introduced, its challenges in implementation in the Mainland, differences between types of crimes under the law, and ethical behaviour even when online or social media.

"You are expected to observe ethics, even when you are attacked, do not respond using offensive language because you may also be committing a crime," said Dr Philip Filikunjombe, a Senior Legal Officer at Tanzania Communications Regulatory Authority.

Gracing the seminar, the Speaker of the House, Mr Zubeir Ali Maulid, told legislators that they need to understand the Cyber Crime Act and communicate the message to their respective electorates to minimize offences committed when using the fast growing online and social media.

The term cyber crime refers to a variety of crimes carried out online, using the internet through computers, laptops, tablets, internet-enabled televisions, game consoles and smart phones.

'Tanzania's Cyber crimes Act 2015' makes provisions for criminalising offences related to computer systems and Information Communication Technologies; provides for investigation, collection and use of electronic evidence.

The law already being enforced in Tanzania Mainland is not fully operational in Zanzibar and the lawmakers here often push for the Act to be extended to Zanzibar so that criminals in the islands can be arrested and charged.
